Constantin Topor is an accomplished Cost Controller and Cost Engineer with over a decade of expertise in managing financial aspects of complex construction and infrastructure projects. Throughout his career, he has successfully handled budgeting and cost control for large-scale projects, including the Antwerp Oosterweel Link (€4.5 billion), solar parks, highways, tunnels, and railways. Constantin’s in-depth knowledge of deterministic and probabilistic cost estimation, combined with his application of advanced methodologies such as the SSK framework, ensures accurate financial planning and project execution.
Highly skilled in utilizing state-of-the-art tools, Constantin leverages technologies like Revit, Navisworks, Infraworks, and Microsoft Power BI for BIM-based cost estimation and data visualization. His work extends beyond estimation to include contracts management under Red FIDIC guidelines, tender analysis, and cost database updates, ensuring both compliance and operational efficiency. Additionally, he brings expertise in managing maintenance cost estimates (LCC) for assets such as locks, dikes, and sound barriers, as well as conducting asset management to identify and address infrastructure defects.
Constantin has also demonstrated strong leadership capabilities as a team leader, mentoring and managing cost estimation teams to achieve departmental goals. He has established KPIs, conducted performance reviews, and implemented strategies to improve team efficiency and skill development. As a licensed Civil Engineer, Pantelis possesses a robust foundation in structural design and cost management for construction projects. He holds an MSc in Structural Engineering from the UK and an MSc in Offshore Engineering from the Netherlands. Driven by a passion for integrating technical expertise with financial acumen, he excels in Cost Management and Budgeting for construction projects.
Over the course of his career, Pantelis has developed extensive expertise in managing costs and budgets for large-scale, multi-billion-euro infrastructure projects across Western Europe. His specializations include detailed cost estimations, tendering, and conducting both deterministic and probabilistic calculations of total investment costs for various infrastructure projects, such as roads, highways, bridges, tunnels, dikes, water locks, and solar (PV) parks.
In addition, Pantelis has valuable experience as a Cost and Commercial Manager for residential and office building projects in Romania. His areas of expertise encompass tendering, negotiations, contract management under FIDIC guidelines, evaluating change orders, cost control of construction costs, and validating contractor work statements prior to payment approval.
